ADVERTISEMENT FOR BIDS
THIEF RIVER FALLS
CO2 REPLACEMENT
NOTICE IS HEREBY GIVEN, that the City of Thief River Falls, will receive bids via the Quest CDN Bid platform until December 11, 2024 at the hour of 11:30 AM local time, for the purpose of furnishing all materials, labor, equipment, and skill required for the construction of the Thief River Falls CO2 Replacement, and incidental items, for said City, as is more fully described and set forth in the Bidding Documents. Bids will then be opened and read aloud via the Quest CDN online bidding platform.
The Work is comprised of one (1) Contract: Contract No. 1 – General Construction. The Work for this Contract is generally described as follows:
Contract No. 1: General Construction:
Work generally consists of the demolition and removal of an existing 26 ton liquid carbon dioxide storage tank and mounting skid; refrigeration unit; vaporizer; heater; fill station; piping; valves; gauges; electrical connections and equipment; and associated appurtenances. Work also generally consists of the furnishing and installation of a new 26 ton liquid carbon dioxide storage tank and mounting skid; refrigeration unit; vaporizer; heater; fill station; piping; valves; gauges; electrical connections and equipment; and associated appurtenances as well as a temporary liquid carbon dioxide storage and supply system while the work is being completed.
The work for each contract must be completed no later than the following:
Substantial Completion: November 26, 2025
Final Completion: December 31, 2025
Bid Submissions:
Bidders shall submit their bids online via the Quest CDN vBid platform. All Bids shall be prepared according to Section 00 21 13 – Instructions to Bidders contained within the Project Manual and must include:
1. Acknowledgement by the Bidder of Receipt of all Project Addenda.
a) Prospective Bidders will be required to download all addenda in order to submit an online bid. Submittal of an online bid will be taken as acknowledgement of all addenda.
2. Bid security: must be in a sum equal to five percent (5%) of the full amount of the bid and must be in the form of a bidder’s bond. A bidder’s bond must be executed by the bidder as principal and by a surety, conditioned that if the principal’s bid is accepted and the contract awarded to the principal, the principal, within ten (10) days after the notice of award, shall execute a contract in accordance with the terms of the bid and the bid bond and any condition of the governing body. A countersignature of a bid bond is not required under this section. If a successful bidder does not execute a contract within the ten (10) days allowed, the bidder’s bond must be forfeited to the governing body and the project awarded to the next lowest responsible bidder.
No Bid will be read or considered that does not fully comply with the above provisions and other provisions contained within the Bidding Documents, and any deficient Bid submitted will be unopened.

All Bids will be made on the basis of cash payment for such work. The City of Thief River Falls, reserves the right to hold all bids for a period of sixty (60) days after the first day fixed for the opening of the bids, and the right to reject any or all bids and to waive any formalities.
